What is w/o li and who should use them

I see these 2 files as options for C8500, but what is w/o li and who should use which one?

"noli" stands for "no lawful intercept", personally, I download the first one (without the "noli").

Thanks. The first sentence in the link you referenced states – Most countries require the handover interface between the service provider and law enforcement to meet globally recognized lawful intercept standards. It then explains in more details.

Sounds like if these routers are installed at a service provider or law enforcement, the first file, without “noli” in the file name needs to be used.  

Since I am installing these routers at an organization that is not a service provider, ISP, or law enforcement, I should use the second file, the one with the “noli” in the file name - meaning "no lawful intercept".  Another words, routers running this OS will not be an intercept access point and will not present intercepted info to law enforcement, right?
