Can't connect to CML2 sandbox from developer machine using virl utils virl -ls command

I receive this error when running from developer box and putting in ip of cml server 10.10.20.161

virl -ls

Exception raised while running your command
Please open an issue and provide this info:
HTTPConnectionPool(host='10.10.20.161', port=19399): Max retries exceeded with url: /simengine/rest/list (Caused by NewConnectionError('<urllib3.connection.HTTPConnection object at 0x7ff263a40898>: Failed to establish a new connection: [Errno 113] No route to host',))
