Collaboration 10.5 and 11.5 setup fails - ip address fail to set

I have attempted to reserve/setup multiple Collaboration sandboxes today (10.5 and 11.5)  and each failed repeatedly due to IP addresses not being set.   I can only gather that the systems use DHCP and the DHCP service is not working.     Note:  I was able to successfully reserve/setup another environment that was unrelated to Collaboration as a test.

Please assist, my work is time sensitive.

I confirmed that the reservation looked ok via the browser but I never received the vpn connection information via email.   Please resend.
