Failed to Delete Environment

i want delete environment but failed with this message 

'Running terminate is not allowed at the moment, because there’s a conflict with currently running operations. Please wait until these operations are completed.'

this start 9/30, and it was 8 hour duration 

can't use other environment.

It still won't be removed.
Can't you force delete it
