Instructions here (https://developer.cisco.com/docs/sandbox/#!getting-started/sandbox-vpn-info) note that you should/can use cisco secure client for connecting to the lab environment. However, the link provided sends you here: https://software.cisco.com/download/home/283000185 . This link notes you have to have licenses to download secure client... Do they have a client you can download if your are a sandbox user?

If you can’t download AnyConnect use OpenConnect this works the same https://www.infradead.org/openconnect/

Is this to say if you don't pay for a license, you can't use the anyconnect software anymore. Wasn't the old one free?

@Juan Lyons AnyConnect has always been behind the Cisco software catalog, at one stage many years back older versions might have been downloadable without a service contract. DevNet was able to provide one at one stage for Mac/Win, but this was removed at least three/four year ago now for security reason.
Many users now resort to using OpenConnect as an alternative when trying to access DevNet Sandboxes that require a VPN, since the direct free download of AnyConnect is no longer readily available for this purpose.
