Understanding E1/T1 controller

Hi can someone explain me what are these E1/T1 controller.

Is this a piece of hardware which is part of E1/T1 WIC card.

Or this is something which is integrated on the Router motherboard and when the E1/T1 card is inserted in the slot of the router this E1/T1 controller is used to configure the E1/T1 WIC card.

Or this controller is part of the EI/T1 Card.
