The simple ones are to use a message or content filter with envelope recipient set as "does not equal to" and enter the specific email ID that you are looking to permit. Set the action as drop.
But I would suggest to review/add additional conditions to the filter, if not this filter will simply drop every email which doesn't match a specific recipient
