I would like to know what is the function of Cisco Centralized Web Configuration Manager feature key?

It enables "Clustering" which really should be called "Configuration replication"

It allows you to join multiple ESAs together in a "multi-master cluster" so when you make changes to the configuration, all of your ESAs get the same configuration without having to go to each one to make the change.

The centralized web configuration manager is a license on the SMA which allows you to manage and push web configuration master to the WSA's added to it. This license is not used for maintaining ESA's.

Just as a side note, the clustering feature on the ESA does not require a license (called Centralized Management) after Async OS 8.5.
