Pass EMS Encryption on Cisco ESA

Using Cisco Email Security , Can I drop any encrypted file in mail except the RMS encrypted files ??

Its not a checkbox anywhere, but you can with content filters... look at the headers of the emails you want to drop and keep, and create content filters to detect those headers and drop the ones you need.
