Secured message

I was sent a secure message. That i had been waiting for. It led me to this site and I cannot I activated the account I just cannot figure out how to find and open the secured email

Open the attachment that came in the original email. It should be an encrypted html file that wants the login info you created.

I went back to original email and its still telling me that I need to activate my account.
