Can we block PokemonGo if we don't have the URL Filtering License?

Looks like "no".

A google shows that the only effective method is to block "nianticlabs.com".

Hello Eddie,

If you have time, why not sniff a cellphone ip address to see which ip is used for authentication on game or others connection related to pokemonGO.

If it is o akamai service, will be hard to block, but it is a first step.
