Installing on the physical machine is only supported on the SNS appliances. For everything else you need a hypervisor:

https://www.cisco.com/c/en/us/td/docs/security/ise/3-1/install_guide/b_ise_InstallationGuide31/b_ise_InstallationGuide31_chapter_2.html

Means I can't install ISE on simple USC server?

You can after putting a hypervisor on that UCS. I never tried to install it without as it is not supported. The Cisco ISE is always a critical element in the network, and doing something that Cisco explicitly says is not supported, is typically a bad idea.

I found Hardware specification which is stating UCS server for ISE. Specs attached and link pasted below.

https://www.cisco.com/c/en/us/td/docs/security/ise/sns3500hig/b_ise_SNS3500HIG/b_ise_SNS3500HardwareInstallationGuide22_chapter_00.html

As pointed out by @Karsten Iwen ISE cannot be installed on baremetal server unless its an SNS appliance. While the underlying hardware is still a UCS server (for SNS), ISE cannot be installed on other non-SNS UCS servers and it isnt supported either by Cisco.

You can always have a hypervisor on top of any servers and deploy virtual ISE.
