AAA configuration for Swithces

Hi,

I need to know how to configure CISCO Switches authentication for below conditions:

1) For CONSOLE: Allow local user with local enable password

2) For SSH: Allow external ACS (tacacs+) server users with enable password

and also i need fallback method if external ACS disconnected.
