It may be that I do not fully understand what you are attempting to do. But I do not know of any way to do aaa accounting using the local database on 2511. It is possible to authenticate and to authorize using the local database. But as far as I know to do accounting requires database on the server.

If you have an external Radius server you can do aaa accounting where you send the accounting records to the external server. I see difficulty trying to do accounting to internal database of router but not to external server. Once the accounting records are on the external server, then you can report on them, extract from them to get data that you might need for resource reporting.
If you want to restrict access to a single session and if you are running Radius on the server then you can do aaa authentication to the server. On the server you should be able to configure whatever restrictions that you need.
