ACS 3.2 engine w/ RA on DC fails initial login request

I have a ACS 3.2.11 engine with the RA on a DC. When I attempt to log into a device serviced by the TACACS+, the initial login fails in authentication. Subsequent logins succeed. Come back to the same device a couple of hours later, and the initial login will fail again. Subsequent logins succeed.

Ideas?

Failed attempts entry states: External DB not operational.

No indication in the WinAgent or CSAgent log files of issue.

I am having the same issue. I am running ACS 3.3.2.2. I am having the problem with both TACACS and VPN authentication. Let me know if you find a solution. I will do the same if I figure anything out.
