ACS 5.x admin access control

In ACS 5.x is it possible to control which identity group(s) a particular administrator (useradmin rights) can add/delete users in?

The only options that you have is to use the pre-defined roles located at "System Administration > Administrators > Roles" Unfortunately, those roles cannot be altered and you cannot create your own. For more info check this document:
