ACS accounting distribution server

Hi,

I wanted to install one patch for ACS solution engine.I would like to know how we can setup the distribution server.I am referring the foll.document:

I am having an XP machine.I have extracted the patch in one of Windows folder.Now when I try to install the patch from ACS web interface.I get an error "unable to contact server".

I would appreciate if somebody help me on solving this issue.
