So, we are looking at changing our BYOD over to ISE. We want clients to just need to register, and not load anything on their devices. I was able to get this to work on phones by not having a client provisioning policy to hit. I have to have PC policies to load AnyConnect on company laptops. I did try to add a rule to exclude the BYOD from hitting these, but then got an error on the client of no profile found and couldn't register.
Basically I want them to connect, register, and be good. No NAC download/install.
Actually, on a side note, I get the error on phones now. I originally tested in 2.3, and now are on 2.6, so may be a change in versions. Registration does not continue without a profile

Found my own answer.
Under work centers>BYOD>Settings.
I had to set Native Supplicant Provisioning Policy Unavailable to allow access vs use default.
