I am implementing a new Cisco ISE. It is using the Smart Licensing model and I just registered connecting to Internet. The VM Small license is being used (ok), and in the Base license it only shows Enabled as status.
Is there a way to check how many Base licenses are available and used from the ISE appliance (gui or cli), or it can only be seen through the smart account portal?

You have the correct view. I'm assuming that you don't have any actual active sessions on your deployment yet or your Consumption Count would be higher than 0.
In terms of your Entitled License count, you will need to check your Smart Account or contact Licensing@cisco.com with any entitlement questions or issues. I don't see any Entitlement vs Consumption charts with Smart Licensing like I do for the old PAK-based Licensing.
