Cisco ISE 2.7 upgrade to 3.2- Licensing page not opening

I've just upgraded my ISE 2.7 to 3.2, patch 3. It all went smoothly, no issues, except I can't open the Licensing page if I logon woth the FQDN......It works if I logon to GUI with the server IP but not if I logon with the FQDN! Every other page works fine.......anyone any ideas how to fix this?

FYI, It is working, handling Radius and TACACS authentications but can't get into Licensing.

Clear browser cache?  Try in private mode?  Disable any AD blockers.

I have same issue with ISE 3.2 with patch6, tried clearing cache, tried accessing through google incognito mode, also stop and start ise application but Licensing page not opening.
