I see two alarm email notification settings on Cisco ISE.
1) Administration > Settings > Alarm settings > Alarm notifications> "Enter multiple e-mails separated with comma:'
2) Administration > Settings > Alarm settings >. Edit any alert and go to " Email multiple emails separated with coma"
Now I want configure email per alert.
Like licensing alert should go to particular person. And backup fail notification should go to another person.

I played around with this awhile back on ISE 2.4.
The email you setup under "Alarm notifications" is the default one for alarms. If you configure a specific email for a specific alarm, the specific email is used. Otherwise the default one is used.
Just make sure to configure your SMTP server before configuring email addresses.
