Cisco ISE on Azure Cloud

Dear all , 

i`m planning to deploy Cisco ISE on Auze cloud and i have some  questions

1- is licenses cloud like on prime in the trial licenses mean in on prim there is a 90 day trial 

2- i have 2 branches and more than 8 k users (phones , printer , wireless and wired ) what do you think about the latency what i need to take on considerations ? mean the best deployment or architect ?

 For Q1, search for License.

 For Q2, search for Latency, and also for Sizing.
