We have a New Hardware Device - Cisco ISE Virtual Machine Small (R-ISE-VMS-K9).
Question : -
So, can we do Partition in Cisco ISE VM for make a Active Directory ?

You might need to clarify the question. R-ISE-VMS-K9 is a 3515 virtual machine license. This is to be applied to ISE 2.4 VM that has 16 GB of RAM, 12 vcpu, 12000 MHZ reservation. There are purpose built ISE hardware appliance, SNS-3515-K9 and SNS-3595-K9, you can't partition them to install other applications.
The 3515 and 3595 virtual machines's are linux based appliances. You deploy them on a vmware/hyperv/kvm host with the recommended resources Cisco lays out in the ISE 2.4 install guide. The underlying linux operating system is not exposed so modification is not possible.
If you wish to run an Active Directory VM beside the ISE 2.4 VM, you can do that so long as the VM host machine (vmware/hyperv/kvm) has the resources. It would be completely separate from a ISE hardware appliance or ISE VM.
