Cisco ISE VMWare license

I have a customer with a Production ISE implementation which is fully licensed using hardware appliances.

They would like to add a single VMWare appliance as an additional Policy Services Node.

Where during the implementation of this VMware node do I add the VM License into ISE?  The system already as the base and advanced licenses.

Is this an Honor based type of license since the system is already licensed for the number of endpoints requiring support?

The VM "license" is an honor based license, it's never installed anywhere. Licenses like base, plus and apex are shared from the primary admin node.
