Create New Custom Identity Group

I know I create new/custom groups under Endpoint Identity Groups but I'm looking to create a new Identity Group as depicted in the pic.  Is this possible?

ISE only has a concept of User and Endpoint Identity Groups, so I don't believe it's possible to create a custom top-level Identity Group. What is your use case for creating a custom IG?
