How to disable DST for Cisco ISE appliance without changing timezone?

You can't. The only way is by doing a time zone change, steps are here:
clock timezone https://www.cisco.com/c/en/us/td/docs/security/ise/3-1/cli_guide/b_ise_cli_reference_guide_31/b_ise_CLIReferenceGuide_31_chapter_011.html#wp3051495440
However, this is usually not recommended and might cause issues with ISE. Cisco recommends the reimage to change the time zone.

FWIW on newer versions (OP doesn't specify what version of ISE they are running) I haven't had issues changing timezones post deployment. The Live Logs are funky for a couple of hours until the timezone change settles but I've seen no real practical impacts in my experience.

Indeed, on newer versions issues are rarely seen after such modification but since I didn't know which version the OP is using, I had to mention it
