Has Cisco added Tacacs Feature support on ISE new releases yet ?

Not yet. To my last knowledge, it's still expected in the 2.0 release. Some people say 2.0 is comming this year ... let's see.
For the new features that were added recently, you can look at the release-notes.

Wouldn't expect 2.0 for a LONG time.
Was at #CLUS this year and while TACACS question was asked the response was the same. Roadmaps weren't specifically discussed, but 2.x certainly wasn't on their horizon anytime soon.
If you need TACACS, run ACS. If you need Radius, run ACS or ISE (although ISE is far more flexible with what you can do).

ISE 2.0 beta is just kicking off. It includes TACACS+.
Whether or not it makes it into the shipping product depends in part on how the beta goes.

ISE 2.0 is out as of 15 Oct 2015.
It looks a bit better, and does support TACACS, if you buy the license for it (which apparently doesn't have a SKU for purchase yet).
From the ISE handbook:
“Cisco ISE requires a Device Administration license to use the TACACS+ service. The Device Administration license is a perpetual license. If you are upgrading from an earlier release to Cisco ISE, Release 2.0 and would like to enable the TACACS+ service, you must order the Device Administration license as a separate add-on license. You need one Device Administration license for the entire ISE deployment."

TACACS+ is definitely coming. It should be in the next release 1.5 (2.0):

I've also heard that if you have an ISE license you can get a free license of ACS until ISE supports TACACS.
So if you need that functionality in the meantime you can get it. You'd need to speak to your Cisco Rep
