How ISE count license if do authorization function only

I find the information If ISE do authorization function only , How ISE count license .

Every time you apply an authorisation, a license is consumed. It depends on what you match in the authorisation rule which license is used (Ess, Adv, Prem).

Consuming licenses is not tied to authentication. It is based on what is done in the authorisation policy.
