CIMC is an out-of-band card usually found in a UCS. You cannot install ISE into it.

but in this article we say that's possible
Install Cisco ISE Using CIMC
This section lists the high-level installation steps to help you quickly install Cisco ISE:
Before you begin
Ensure that you have met the system requirement
as specified in this guide.
(Optional; required only if you are installing Cisco ISE on virtual machines) Ensure that you have created the virtual machine correctly.

As @Leo Laohoo stated, the CIMC is just an Out-of-Band management interface for the Cisco UCS servers (similar to iLo for HP servers, iDRAC for Dell, etc). The procedure you linked is for using the CIMC virtual KVM to mount the ISE ISO image to install ISE directly on the bare metal.
The only thing CIMC would be useful for when installing ISE as a VM in Hyper-V would be to either mount the ISO image for use within the Windows Server OS and/or virtual KVM for the Windows UI in case you don't have either remote access via RDP or a local keyboard/mouse/monitor connected to manage the server.
This link is also provided in the Install Guides for the process to install ISE as a VM in Hyper-V:
