i can not remove the user from the ACS user
list because there is no delet button in this user but when ever i disable this user it reply one user disable and one user enable this unusall for me .

If the UI is preventing you from deleting the user then try this:
use "csutil -i" with an import file containing a deletion command eg
ONLINE:
DELETE:fred
