Is it possible to pop up a page or information when ISE sends an access reject during authentication

Nope. Please configure it as access-accept with URL redirect cisco AV pairs.

Right, when you send a reject there is no way to pop up a message as the supplicant would need some sort of messaging communication from the network. The only way to send them to a message would be to accept authentication and then block them in authorization flow by sending them to a site through url redirection mechanisms, You may create a message for this purpose using a hotspot portal
