When the self-registered guests occur,  the visitor will receive an email. If the email will has an approval link connection?  our ISE version is 2.1.

Not sure i get your point.
Visitor who is enrolling himself won't receive any approval. The sponsor does. But are you taking about one click approval? This is available for sponsor in 2.2
