hello.
After installing ISE 3.1, the license was added through Smart License normally, but still the error as shown in the picture is displayed.

Do you actually have those licenses in your smart portal? It appears you do not have enough (or are missing) Essentials and Device Admin licenses.

If you converted all the licenses to the new model that is required for ISE 3.x, then I would recommend deregistering and re-registering ISE to the smart portal.
