Would ISE Base license will allow us to do certificate authentication for mobile devices connecting onto a corporate network?

Yes, Certificate Authentication is a part of the Allowed Protocols (EAP-TLS) for RADIUS and covered in the Base License.
However, if you want that device to go through the BYOD flow, including the provisioning of the certificate, then you would need a Plus License.
