Hi,
Any idea to check an endpoint that is using static IP instead of DHCP using ISE posture/compliance check?

I do not think it doable today via an ISE posture check.
Although DHCP options can be checked in Windows Registry "HKLM\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters\Interfaces" key but different systems have different set of subkeys. Perhaps, consider to check such via Netsh or PowerShell in a startup script.
