ISE Upgrade Failed

Hi, I have been upgrading ISE from version 3.1 to 3.3. I used split upgrade upgrading secondary first and then secondary via GUI. Secondary upgrades with no issue but primary fails. I tried to do it again from the CLI but I am getting an error

% Error: Downloading configuration data from the primary of new deployment failed!

Attempting to rollback: Deregistering node from new deployment failed.

What were the results when you ran the Upgrade Readiness Tool?  Are both nodes running the same version and patch level now?

Both were running the same version and patch level. Upgrading the second node as a standalone worked.
