License count/usage should be aligned relatively close to the "active endpoints" counter on the dashboard. It's not uncommon for counts to be mismatched from expectations. An accurate count relies on RADIUS accounting to be properly configured. I would expect most deployments to use less licenses than known endpoints, it's not very common for all endpoints to be actively authenticated at the same time. On the contrary, some deployments use way more licenses than corporate endpoints because they can have a huge numbers of guests.

The ISE ordering guide actually covers license usage quite well too.

Base licensing is consumed for features such as basic network access, guest services, trustsec, and a few other functionalities. To gain a better understanding see: https://www.cisco.com/c/en/us/td/docs/security/ise/2-1/admin_guide/b_ise_admin_guide_21/b_ise_admin_guide_20_chapter_0110.html
