Multiple user group with local authentication question

Is it possible to setup multiple user group to associate different local users for different access?
The aaa group only allow tacacs and radius but no local.
Or, I can create multiple "aaa authentication login" list but how to associate each list with particular local users?

Sorry, didn't say it clear... I was trying to set it up on IOS router with router local authentication, not the ACS.

In that case command would be
aaa authentication login default local

I am tryting to create multiple usergroup and assign different local user to those groups so they can have different privilege not just using the same userlist.
