IS THERE ANYWAY I CAN CONFIGURE THE USER NAME PASSWORD FOR THE USER WHEN THE FISRT LOGGING THE CAN CHANGE THE PASSWORD THEMSELVES.

You need to go to ACS--->System configuration--->Local password management -->Remote Change Password.
Note: You can change a user password from the device using TACACS+ using chpass. This check box is used to disable the password change.

so pls how to enable the chpass in tacas,I saw it on remote change password i uncheck and check the boss is the same there that chpass is currently disabled.

Hi, what you do is to uncheck the box that reads Disable TELNET.... and click submit. That is all you need to do. This will allow users change their password at first login via telnet or using an ssh client that supports keyboard interactive authentication
