Policy Sets within ISE .3x

When making a policy set for VPN it is asking for Library Conditions.  When trying to use existing conditions error states cannot modifiy those conditions.  When making a new condition it also gives error, stating new conditions are not valid.  How can you ger pass this part.  I am trying to do a basic

Click the "Use" button instead of the "Save" button. The "Save" button is used to save your condition into the Library so that you can use it again elsewhere. I think it's an unfortunate UI design flaw - everyone falls for it.
