Hello,
when I create a new authorisation policy in Cisco ISE, under common tasks there is the VLAN assignment. What does that do? Does it put the user on that VLAN?

Yes, this will override the VLAN configured on the switch port and/or wireless SSID. For instance, all ports can be configured to be part of VLAN 10 but you want finance users to be in VLAN 20. You can use ISE's authorization profile to do exactly that.
