I want to use ISE mainly for device management instead of ACS and for long time we use only TACACS+ , so am wondering why so many video courses that teach you ISE only use RADIUS protocol

Because Device Administration with TACACS is only one of many AAA functions that ISE solves for customers. The majority of scenarios involve RADIUS for network access control. Some people even use RADIUS for command-line device administration. See https://cs.co/ise-resources for a breakdown.

- Note that ISE focuses on network access control (NAC) for end devices or 'users' providing policies , profiling and several other possibilities , in that environment it focuses on radius for authenticating users too (e.g.)

ISE still uses TACACS for device management (and can use radius). The radius stuff you are seeing is for Network Access Control, not device management.
