Will upgrading to ISE 2.4 require a migration program?   I'm on ISE 2.2.   Will I have to migrate to ISE 2.3 before going to ISE 2.4?

In short, upgrade process is similar to 2.3 upgrade process. The upgrade process migrates the data into the new version and handles any changes to new db/policy model.  Restore of config backup to a fresh install of new version is also a valid method to upgrade.  Like upgrade, restore process handles any necessary conversions.  The paths are covered in the guide Hosuk provided.  We usually support direct upgrades (or restores) for 3 versions back.  If currently running ISE 1.x, then plan on upgrading to an interim 2.x release.  Current plan is to support direct upgrades from 2.0 and above.
