I want to know if I can set the packet capturing functions via API.

(In network-wide > packet capture)

Ultimately, I plan to make a function of scheduling packet capture.

So I really need the dashboard API information of packet capture.

I meant, as far as I know, there is no API for packet capture. No .pcap, or anything else.
