5505 dual isp routing problem

I am not sure if I have a bug or if it is supposed to be this way. I have dual isp support working properly but the customer now wants to be able to route certain ip blocks out the "backup" interface. i add the static route and it takes it in the routing table. however, users are not able to get out. should i be able to do this?

Outgoing traffic always uses the primary link not the backup interface! if the primary fails then the backup is used!

I don't believe so. It's an active/passive link only.
