Access-list insert before a rule

Hi All,

I have an access-list in ASA on line 27

i need to create a rule above this line-27 rule. what is the command to execute this in CLI. i dont have ASDM or CSM.

access-list OUTSIDE_IN line 26 permit icmp any any time-exceeded
