If I have 2 ASA5515/K9 bundles running high availability what license keys do I need to support 25 mobile devices and 200 SSL VPN Peers?

L-ASA-SSL-100-K9 x 2
L-ASA-AC-M-5515 x 25
L-ASA-AC-E-5515 x 2

If you're running them in Active/Standby, technically speaking you only need a license for the primay appliance.

If you're just going to use the AnyConnect client and not the webvpn portal and not cisco secure desktop, the essentials license is enough (and is cheaper).
The essentials and mobile licenses are on/off feature licenses, so you only need one of each regardless of how many users you need(it will support up to the limit of the asa5515).
So you would only need:
L-ASA-AC-M-5515 x 1
L-ASA-AC-E-5515 x 1
