ASA active/passive failover disables http server

We have two ASA in an active/passive failover configuration

When a failover occurs (by command or by failure of an interface) the http server stops to accept connections from ASDM.

We see this message on the console:

INFO: Restarting HTTPS server.
ERROR: Unable to stop HTTPS server, Restart Failed.

Switching to Standby

As a workaround we can connect to the primary asa and

configure terminal
http server enable

After this change, everthing is ok.

We connect with ssh or asdm via the management interface.
The management interface has an additional standby ip, the other interfaces have only one ip.
