asa failover issue because of set by the config command

What is mean when the asa failover because of set by the config command? I saw that when I do show failover history on the ASA.

Hi,

 Someone sometime forced failover by command line.

Nobody did (there are two people with access, and the other person said he did not.

When I rebooted the FWs, the same message shows up.
