ASA Security plus licensing

If I am configuring failover on 2 ASAs. Can I use the same license on both ASAs, or does it require two identical licenses?

You need SecurityPlus on both units to build the FO-system. After that, the licenses are merged.

I understand I need it on both, but do I need to purchase 2 licenses, or can I apply the same activation-key to both units?

Licenses are always bound to the serial-number of the ASA. For SecPlus, you need two of them, one for each ASA. All other licenses are applied to one of the ASAs and are available on both systems of your FO-system.
